Under current law, a company can, and in this instance did, independently determine that an ingredient is “generally recognized as safe” (GRAS) for a particular use without notifying the FDA.  When making a safety determination for a GRAS ingredient or a food additive, the same quantity and quality of scientific evidence is required.  FDA encourages companies to work with the agency when developing new ingredients.
